ISS Switzerland contributes to child protection in an international context to uphold the rights and well-being of children facing danger, family conflict, child abduction and migration. It supports the reporting of at-risk situations, the transfer of protective measures, the locating and safeguarding of children abroad, and the obtaining of documents. With its partners, it also carries out social assessments of the situation of the child or their parents.
ISS Switzerland also provides legal representation for unaccompanied minors (UMs) in Geneva and social support for UMs and former UMs. It is also developing child representation in civil proceedings (ZH).
Our areas of work
Reporting and protective measures
When a child is at risk in a transnational context, ISS Switzerland advises on reporting at-risk situations and supports the transfer of protective measures from one country to another, in cooperation with the cantonal and federal central authorities.
International child abduction
Abduction occurs when a parent takes or keeps a child abroad against the will of the other parent. Our multidisciplinary team locates the child, supports the left-behind parent and advises them on legal and social matters, in cooperation with the Federal Office of Justice, the Swiss Central Authority in this field. If the child returns, we prepare and support them, and assess the possibilities of initiating mediation.
Social assessments abroad
On behalf of authorities or protection services, ISS Switzerland carries out social assessments abroad of the situation of the child or their parents, thanks to its network in 120 countries – on-the-ground insight that is essential for decisions centred on the best interests of the child.
Representation and support for UMs
À Genève, notre avocat assure la représentation juridique des mineur-e-s non accompagné-e-s ; à Zurich, notre juriste développe la représentation de l’enfant dans les procédures civiles. Un accompagnement social des MNA et ex-MNA complète ce dispositif.
Protéger l’adulte, par-delà les frontières
La mobilité accrue et les liens binationaux multiplient les situations d’adultes ayant besoin de protection à l’étranger — souvent sans réseau familial sur place, et vulnérables sur les plans social, médical et économique. Le vieillissement de la population accentue ce phénomène, qu’il s’agisse de personnes étrangères vivant en Suisse ou de Suissesses et Suisses de l’étranger.
Évaluation et signalement
Nous réalisons des évaluations sociales à l’étranger et accompagnons le signalement des situations à risque.
Mesures de protection
Nous soutenons l’organisation et le transfert de mesures de protection d’un pays à l’autre.
Retour et documents
Nous accompagnons les personnes lors d’un retour et aidons à la recherche de documents.
Conseil et médiation
Notre équipe interdisciplinaire — intervenant·e·s sociaux, juristes et médiateur·trice·s — propose consultations sociojuridiques et médiation, en plusieurs langues.
La Convention de La Haye sur la protection internationale des adultes (CLaH 2000), à laquelle la Suisse est partie, permet de maintenir cette protection au-delà des frontières.
Un cadre juridique international
Le SSI Suisse intervient aux côtés des autorités pour la mise en œuvre des conventions internationales ratifiées par la Suisse.
